
Richland City Council met in secret executive session for thirty minutes priority to its Tuesday meeting. The meeting was to “evaluate an applicant for public employment or review performance of a public employee.” Then the council zipped through the rest of the meeting since most of it was on the consent agenda where it receives no discussion and one vote.
There was a screw up on the Zoom link listed on the agenda. When the Observer clicked on it, she was invited to Hollie Logan’s 10:00 a.m. Zoom meeting. That is why the Observer gives you choices for ways to watch the meeting.
No one commented on the three public hearing items or during the public comment period.
Development Service Director Kerwin Jensen went through the programs that would be funded by Community Development Block Grant and HOME Investment Partnerships Program Funds. The programs include Elijah Family Homes, Arc of the TriCities, Girl Scouts of Eastern Washington and Northern Idaho, domestic violence programs and Meals on Wheels. Nearly $600,000 will be used for affordable housing programs.
Human Resources Manager Lacey Paulsen briefly talked about the Collective Bargaining Agreement with the International Association of Fire Fighters.
Finance Director Brandon Allen said that the Tuesday hearing was the third required one and there was nothing more to say about the $320 million budget.
After that the poor city clerk read the long list of consent calendar items that wouldn’t be discussed and would have one vote.
The council then wished everyone a happy Thanksgiving and it was all done in 26 minutes.
