Tuesday night at 6:00 p.m. the Richland City Council will discuss which of three operating models the Tri-Cities Animal Control Authority should adopt for its shelter. According to the packet information provided for the meeting, which provides the details for each, the three choices are:
- animal control facility,
- animal control and shelter facility,
- hybrid animal control/shelter facility.
The shelter, a facility shared by Richland, Kennewick and Pasco, has had its share of controversy since its beginning. The Richland council had sticker shock in 2020 when the city’s share of the cost came in well over original estimates. The city came up with the money and the shelter was built.
The shelter had barely been opened when the Tri-City Herald reported problems.
